Starting December 1st, 2009 ........ ANY driver caught texting while driving will face a fine of $100 plus court fees. The violation will not add points to your driving record and an insurance surcharge will not be assessed.

Also Starting December 1st, 2009 ..........  all vehicle rear license tag plates must be visible........all letters, numbers, stickers, etc must NOT be covered or partially covered by any tag plate border or holder.  ANY driver caught will face a fine of $100 plus court fees.  These laws below were effective 2 years ago......... 

If a minor is caught using a mobile communication device while driving, they will receive a $25 fine. In addition to mobile phones, the law also stipulates the use of "other technology" that provides access to digital media such as a digital camera, email, music the Internet or games.

If a school bus driver is caught using a cellular phone while driving the fine is a minimum of $100. This law includes public, private or parochial school students for compensation.

Like many cell-phone laws across the United States, there are exceptions for emergency situations and you are also allowed to use a mobile phone if the automobile is not in motion.

It was a thrill to witness the ABC Extreme Home Makeover show come to Lexington, NC.  They built a new home for a family that was in need of a new home.   We parked at the nearby Walmart and used the provided shuttle bus that took spectators back and forth to view the 1 week build, it was amazing of all the volunteers.  The show is scheduled to air early in 2010.

Nationally, housing starts came in lower than expected and banks are maintaining the current pace at which they put foreclosures on the market.  Both of these have the effect of keeping inventories in line and home prices stable.
 
The Consumer Price Index came in at an annual rate of 3.6% and , at its current pace, the Fed will run out of money to buy mortgages next March.  Both of these have the effect of pushing rates up.
 
What does this all mean?  Housing prices will not go down and rates will go up, by the end of March, 2010.  Folks, it's not rocket science. 
 
Yes unemployment is high, but it's a lagging indicator.  It will continue to go up even as the economy improves, and won't come back down significantly until 2011.  But if buyers pay attention to the doom and gloom, they will miss out on the MOST affordable housing they will see in their LIFETIME.
 
This week, rates ranged from 4.75 - 5.0% depending on program, credit and points.
